Witch D Pez 3.9 Thin Feet but Printed 4.9 Patent Made in Yugoslavia

Witch D was introduced in the 1991 Halloween Series. The first ones released had no Pez copyright on the head and the thin feet stem has the 3.9 patent number barely visible, but printed in black ink on one side of the stem, it says U.S. Patent 4.966.305.
