This is the Bubbleman Yummy Bubbles Dispenser. First released in 2002, Yummy Bubbles are somewhat oversized Pez heads with a wand that dips into the stem which is solid and serves as a reservoir for the Yummy Bubble solution. Kids can blow bubbles with the liquid (you have to mix the powder with water to make the liquid) and then catch them on their tongue for the tasty treat. These came in 6 different designs - Bubbleman, Peter Pez, He-Saur, Icee Bear, Panda and Butterfly or Ant. Normally the Bubbleman has a green cap and blue stem, but a few were produced with an orange cap and orange stem. Note, the plastic blister on this one is slightly yellowed.
