This is Grinz the Monkey from the Series 1 Pez Petz release, in a prototype package. The upper corner does not show the name of the monkey, but has Series 1 Collect them all written in both English and French. The back of the card does show Curly, Butler, Zippy and Grinz. Pez Petz are Amurol Confections products that feature characters that dispense bubble gum. They really don't work quite the way a pez dispenser does, but are Pez Licensed products. These were released in the late 1990's and were discontinued after several series.
