This is the Bubbleman Pez Topper on a Grape Juice box. Pez Juice Boxes were released in 2002 and contained 100% juice in a collapsing sippy bag. The screw top cap for the sipper had a soft rubber PEZ Head and the stem on the bag is shown surfing on the Sourz Cherry and Sours Green Apple  flavor juice, rollerskating on Strawberry, and skateboarding on the Grape flavor juice.
