This is a mini Flutterfly (or Ant) Bugz Party Favor Pez set. Tara Toy Corporation produced a series of pez party favors which were mini sized dispensers. The Party Favor Bugz set includes the Ladybug, Caterpillar, Big Bee and Ant or Futterfly pez dispensers. These have been retired for quite a while, but are a great licensed product!
