This Crystal Snowman Convention pez was specially made with a blue head and glow in the dark hat to be given away as part of the convention registration packages at the 2003 Pez Conventions! This pez dispenser was never sold in stores and was never packaged. The convention hosts for the USA conventions purchased these dispensers from Pez Co specifically for their convention attendees!
