The Clear, Colorless Crystal Hand Psychedelic Eye Pez were a limited edition remake release only available through mail order from Pez as PCI Offer #79. This colorless hand holds a glow in the dark eyeball and is a remake of the original psychedelic eye pez dispenser. These come mint on the limited edition cards. These were retired quite some time ago and are quite hard to come by still on card.
